Tulpar Air is based in Kazan (Tatarstan), Russia, and was established in late 2004 by absorbing the airline Atlas which specialized in helicopter transport. It has its own maintenance base in Kazan. In 2010 it was Russia's least punctual airline with 21% of flights delayed. Before bankruptcy, TAIF was the majority shareholder. In January 2014 Tulpar Air was grounded by Russia's air transport regulator Rosaviatsiya due to lapses in standards and issues relating to maintenance and crews, after an unscheduled inspection.
In 1991 young test-pilot Azat Khakim started up a small enterprise “Polyot”. In the beginning the only aircraft in operation was a Yakovlev Yak-40. From 1994 until 2000 a Yakovlev Yak-42 was used in CIS (Commonwealth of Independent States), Middle East, Singapore, Papua New Guinea and Australia. Between 1994 and 2013 the company intensively operated Mi-8 helicopters for gas pipeline patrolling and crop dusting. In 2012-2013 the company operated regular services from Moscow Vnukovo (VKO) to the Russian northern regions (employing Yakovlev Yak-42 in cooperation with UTair).
In 2003 the company interior division was registered as a separate entity, Tulpar Interior Group Ltd. and in 2010 the company maintenance facility was transformed to MRO "Tulpar Technic". By strategic decision the business aircraft operation was unbundled in 2008 and “Tulpar Air” was launched.
